How do I improve my top layer quality

At first glance, it seems like there is just a bit too much plastic being extruded. I would try reducing flow multiplier by 4-5%

I meant, while it's printing, do the first filled layers have the same bumpy ridges as you top filled layer.

No, first layer looks good.
I’m using Prusa Slicer.

not sure if the top layer flow adjstement is unique to superslicer but a workaround I read about is to manually insert a gcode command to modify the extruder flow just before the last layer. Also, you may want to gave SuperSlicer a try. it's based on Prusa Slicer so it should be easy for you.

I tried SS but it hadn’t updated in forever. I’ll have another look…
